#2325 non user calendar , wierd configuration to make it work

If I wanted to create a "non user calendar" (nuc) , and have users add events to them, but not allow them to edit them after they have been approve by the (nuc) admin.
I have to use Access User Control (AUC) and set the user to allow view to (nuc) , but also have to add a check box on either confidential or private under edit, If I didn't add the check on either of these two i nthe edit section , my user could not edit at all. Also under system settings, Disable Participants field: has to be set to (NO) for this to work.
I still have the issue that my users can delete events from (nuc's) I would prefer to centralize this administration to the nuc admin only. I have a cheap quick fix for that , on the old version , I havent tried it on this newer version.
