Is there are momentarily a module or a possibility to edit NIS tables with a ACL?

For example:
-User1 can create/modify NIS table "groups" with GID 60000-7000
-User2 can create/modify NIS table "groups" with GID 0-10000
-User1 can create/modify NIS table "users" with UID0-10000
-...

In the standard installation of webmin so a NIS administration is missing. Someone can help me relative this problem?
