On linux Fedora core 1, usermin just stop responding. I
need to terminate all its running process and have it
start anew. This happens randomly on both fedora core
1 servers I have in service.

Did you install from a Vendor-RPM? Which one?
What happens if you install Webmin from the tarball using
the latest development version?
Apparently there is no file attached as you say.

I have this same problem after about 3 days I believe in Webmin running on OS X 10.4.11 Server on an XSERVE + XSERVE RAID.
Suddenly Webmin spikes to like 99% CPU (of 1 core) and then won't be accessible via the web browser, but the process never ends. I have to run /etc/webmin/stop and then /start to get it back up.

brianjking - was there some action in Webmin that triggered this? I'd expect to see it if some CGI went into an infinite loop, which you would see as a page that never finished loading.
