[webmin-l] Quota, but no Quota in Webmin

What would make Webmin think quotas are not enabled, but yet the "quota 
<user>" command works from Debian 8 CLI?

Or is this simply a usage report?

Disk quotas for user userfoo (uid 1012):
      Filesystem  blocks   quota   limit   grace   files quota   limit   
grace
      /dev/simfs 4194308* 4194304       0    none   11443 0       0

repquota also shows reasonable output.

There's a bug in Webmin 1.870 that can cause this for simfs filesystems.

You can fix it by upgrading to the 1.872 development version from 
http://www.webmin.com/devel.html
