Hi!

After editing some files or entering data it's often necessary to "APPLY"
the chagens (restart/reload server).
The button for this is mostly/always at the end of the page, so to say "out
of sigth" and hence easyly to forget.

Suggestion:
*) move the buttons to the top (like swat)
*) print "Please apply changes" on top of the webpage if necessary
