I got the same message when attempting to fetch the prerequisite modules for "AI::Categorizer". When I downloaded the modules independent of this module they all downloaded and installed without error. Indeed perhaps there is a problem with "WebService::CIA" and I may have been too quick in assuming they are the same problem. Perhaps my server is running low on disk space when I try to do a huge installation. I am not sure right now.
