Bad catch :-(
If Webmin is installed with "apt-get webmin" and finally rejects
installations of wbm's this would break the freedom to install my modules
the way I want. What if a module does not exist as deb?

I hope I did not missunderstand this part ;-)

Maybe Webmin can be modified to built a deb on the fly out of a wbm and
install that instead of the wbm?
