[webmin-devel] Cosmetic feature in Users & Groups

Having just created a limited webmin user who was allowed to create new 
system users, I noticed that his "Edit User" screen has a header for the 
"Upon Save.." options even though there are no options displayed - could 
this header be omitted given these circumstances?

p.s. for Jamie. I got your Webmin book for Christmas and even though I'm 
only on chapter three I'm learning a lot. It makes very good reading, well 
done!
