Login to Virtualmin.

Click Webmin at the top left corner.

Click Servers > Postfix Mail Server

Click General Resource Control

Max size of a message: 10240000 (10 MB)

Change it to 25600000 (25 MB)

Click Save and Apply.

Click Reload Configuration.
