Maybe a firewall is blocking incoming traffic to port 25 ?

I went to do a telnet session to the mail server and it fails with connection refused. 

I dropped the firewall but still get same connection fail.  I have checked all configuration.  I thought Virtualmin was ready to run as far as the mail server settings.
