[webmin-l] virtual server admin without e-mail

Hello,

can I and if so how can I adjust, that each virtual server admin has no 
e-mail account, but at most FTP and SSH?
A virtual server admin should not be able to activate a primary e-mail 
address in his user.

Additional users in the domain should normally have e-mail access.
