Ubuntu 18.04 uses a new network configuration system called netplan. Webmin does not yet fully support it (Webmin devel version 18.91 has some support, but there are still bugs and missing bits). You'll either need to switch to the previous network configuration scripts, or wait for support in Webmin to be finished.
