[webmin-l] upgrading from 1.8.31 to 1.8.40 hangs

Hi

Today i tried to upgrade from 1.8.31 to 1.8.40 and apt "freezed" at 93% running 
"Setting up webmin (1.840) ..."

I interrupted it. After running "dpkg --configure -a" to correct things I get
the same behavior.

Purging webmin and reinstalling it hits the same problem.

Environment is Ubuntu 16.04.2 LTS.

How can I debug it?
