As you can see it is shown "as is" not rewriting the HTML-Entities=20
which are in lang/de.

WTCO suggests:

"Outsource" stuff which is not ment to be shown in the web in=20
something like lang/mail-xx ...

or

Definetely mark sections which are not ment to be shown in the web in=20
lang/xx as "mail_report_title=3Dfoo bar updating".

Translators would use Entities in everything else but in those=20
strings. In those strings I would then use "ae" instead of "=C3=A4" etcpp.
