I'm not too familiar with the CGI module, but using webmin's API you could
write :

&ReadParseMime();
my $full_filename="$skin_dir"."/".$in{'file_name'};
open(OUTPUT, ">$full_filename");
print OUTPUT $in{'file'};
close(OUTPUT);
