Here's a little more info on the issue. We have the virtual hosts configs in a custom place. Bill and I see that its adding files in the custom directory, but we suspect the mods and deletes aren't looking in the custom directory, its just falling back to /etc/apache2/sites_enabled. When we do imports, it doesn't work unless we copy the file into /etc/apache2/sites_enabled.
