That is an interesting setup .. and should in fact make it easier for you to implement in Webmin. It sounds like all you need to do is create a regular class C reverse zone, but only populate the IP addresses in the range assigned to you.   DNS entries in non-class-C zones now .. it has been improved a lot since the 
  book was written :-)<br /><br />If your ISP delegates blocks smaller than a class 
  C and you have to use that PTR record trick for your reverse records, Webmin

      the bottom of the main page in the BIND module after adding zone. In a 
      cluster setup, this will restart both the master and slave servers, and so 
      should trigger the transfer of both forward and reverse
