If you look at the screenshot I sent, you will see the
zone has a records file yet it is still missing the convert
button.
There must be another way for it to not display.

There is only one case in which it wouldn't appear - for slave zones that
don't write records to a file.
You can configure this on that same Edit Zone Options page.
