Given that one installs it from an RPM or a tarball, I don't understand 
what you are asking.  Those are, by definition, command line (it's not a 
good idea to install it using YUM,(IMnotHO)).

Are you asking, can Webmin be driven from a command line?  If so, Jamie 
will have to address that.  I believe it's there but not documented.
