It might be as simple as your windows system not allowing incoming traffic,
if you have zonealarm etc, you must TRUST the local area zone/IP for your
linux system, - ZoneAlarm defo stops linux/win32 shares etc by default
unless trusted. I would say this is the same for all 'Software based
firewalls'
