[webmin-l] FTP Access

when i run a small check on virtualmin config it tells one thing that i
think is why I can not ftp :

Shell /bin/false for FTP users is not included in /etc/shells, which may
prevent FTP access.

is it telling me i need to edit a proFTP config file?
