I just noticed yesterday that cpsr.org (computer professionals for 
social responsibility) is conducting an online election for their board 
of directors against their own better judgment.

Maybe you can visit their site and contact them to see if they will 
share their software. You can at least find the beginnings a of a 
discussion of the risks of online voting there
