Which version of Virtualmin are you using there? I am surprised to see
this unless the proftpd configuration is Virtualmin was changed..

By the way, that feature is NOT needed if you just want to allow domain
owners to login via FTP. It is only for setting up virtual anonymous FTP
servers, which are rarely used..
