The short answer is no.. Webmin themes are implemented using a document root layering feature that is only supported by miniserv. 

However, it will work if you just proxy through to miniserv from Apache, rather than running the CGI from Apache directly.

Does Webmin1.260 support the 'themes' while running it on Apache? If not
what is the default theme?..msclinux3?
