I haven't seen that problem myself under Windows unfortunately.. =
Normally
the response time is pretty fast, on par with Linux systems.

Does it help if you stop the webmin service, and instead start it =
manually
from a command shell window with :

c:/webmin/miniserv.pl c:/etc/webmin/miniserv.conf
