There is a config option for this, but it is in the Read User Mail module. On the Module Config page there are settings to have the mail files for new users created automatically by Webmin..

when i create i user via webmin/user mdoule it is not createting the file 
in /var/spool/mail/  for the user's mailbox.

any hints if there is a config option
