It looks like you are trying to do an RPM upgrade from a tar.gz file. 
You need to download the RPM file if you want to use RPM to install it. 
If this is incorrect, please indicate the exact command you used to do
the upgrade.

Also, make sure you have imported Jamie's key into your RPM database. 
If so, you should be able to run this command successfully:

rpm --checksig webmin-1.230-1.noarch.rpm
