Yes, I'm running BIND in a chroot environment. But I've set the option =
"PID
file is under chroot directory?" to "no"...

Are you running BIND in a chroot environment there? If so, Webmin will
by default expect the PID file to be under the chroot directory, which
could cause it to think that BIND is not running..
