[webmin-l] security problems with cluster users, cant lock cluster users down {Scanned}

I've got a problem, I have 2 servers setup on a local network, and i want to give some admin users the write to add/edit users on both servers.

I thought that cluster users would be the best way to do this, but there dosnt apear to be any way to 'lock down' what access certain webmin users.
In the user module you can restrict what things can be changed and wat user ids can be seen etc. But in cluster users this isnt posible :(

Is there anyway to restrict this access the same as user-group module?
