I've been looking into using the mod_throttle 'VOLUME' for apache.  I would
prefer a method in which to monitor bandwidth of ALL a users network
traffic.  Whether it be FTP, SMTP, or HTTP.   If I use the apache modules it
is only going to monitor HTTP :-/

As far as I know, this is done by Apache with mod_bandwith or mod_thorttle
(we use this).
You can not just monitor, but setup maximum bandwith etc.

I'm not sure if this is what you asked for, but hope this help.
