[webmin-l] Virtualmin- skel file ownership

I use etc/skel for default files and directories when creating new accounts
for domain owners. Virtualmin will give all directories proper ownership,
but the individual files are owned by root (both user and group).

Thanks again for making my life a heck of a lot easier.
