Your question is not a Webmin question--look in your email client 
configuration, it probably has an option to leave mails on the server.

You could also switch to IMAP instead of POP3 for mail retrieval.  It 
keeps the mail on the server regardless of client configuration.  It is 
what I use, and is no more complicated to setup than POP3 (i.e. enable 
it in the xinetd.d files, just like when enabling POP3).
