We have been using Webmin for quite a few years to look after a mix of Linux and Unix boxes.
We recently decided to try (as an initial experiment) using Webmin on a Window machine and use this as a test to see if if was worth the effort to roll out to the other Windoze boxes we have.
That's where the "fun" started".
Working from what documentation there is we rocked over to ActiveState and downloaded their distribution of Perl, keeping in mind that according to what we could find, the ActiveState is the only one that works with Webmin. Then when we tried to install from the "does it all for you" installer, "WebminInstall.exe" mentioned here: https://www.webmin.com/windows.html.
That's were it all went to hell.
WebminInstallexe complained about not having ActiveState Perl installed and insisting it be at C:\perl. Then we looked closer and discovered the references to 32 bit Perl (along with older builds, not available from ActiveState any more unless you cough up money). After most of a day we flushed the entire exercise.
So, for the million dollar question, does anyone have a successful install of Webmin on Windows and is willing to share how they did it? Or should we forget about it and go find another tool?

hi, Windows is not supported and no more working since year's. better option is to use WSL subsystem.
