unable to start webmin

    I have installed this on 3 machines, 2 of them work fine but the 3rd refuses to start up. I've gone through the forum and google searches and I'm going crazy banging my head up against this. I really hope someone can help suggest something. I'm no expert with linux, hopefully I'm just overlooking something that will be obvious to someone else.

    This is what I get when I check the status:
    :~$ sudo service webmin status
    Starting LSB: web-based administration interface for Unix systems...

    When I try to start it says:
    :~$ sudo service webmin start
    Job for webmin.service failed because the control process exited with error code.

    so when I check those 2 things I get this output:
    :~$ systemctl status webmin.service

      oddly this is what I get with that command.

      :~$ sudo /etc/webmin/restart
      Stopping Webmin server in /usr/share/webmin
      cat: /var/webmin/miniserv.pid: No such file or directory

      I checked the directory and it only has the modules folder and the module.infos.cache. Looking at another machine I see quite a bit missing. I could copy these over but that does not seem like the correct way to fix this. I have uninstalled, purged, reinstalled and I can't make these items appear

      I went ahead and tar copied the files over from a working computer and placed them on this computer making sure the same root permissions, user, etc was set. Then as still as root user the start command gave:
      /etc/webmin/start
      Starting Webmin server in /usr/share/webmin
      Failed to open SSL cert /etc/webmin/miniserv.pem
      Failed to create default SSL context at /usr/share/webmin/miniserv.pl line 284.

      I checked and those files exist and are set to only be accessible by the root user. This makes me think that for some reason the webmin is not running as root and does not have proper access. I do not know how to fix this or what even caused this to happen in the first place. I installed the .deb package as an admin user same as all the other computers I installed this on

      update:
      following the start script I found a difference between the miniserv.conf from the working computer, the lines were in a different order so I'm not sure what, if anything, was different. I copied the working version over to the non working version. The start script ran without error but when I tried to run the restart script it seemed to freeze and I had to kill it. Checking service webmin status gives:
      Starting LSB: web-based administration interface
      pam_unix(webmin:auth): authentication failure;
      webmin.service: Control process exited, code=exi
      webmin.service: Failed with result 'exit-code'.
      Failed to start LSB: web-based administration in

      thank you for the suggestion. Unfortunately this is how I originally installed it and then I did a couple of purges and reinstall. I tried this as both my admin account as as root. Any idea where the part of the code is that defines which user this runs as? My suspicions is that it is not running as root somehow and I'd like to double check.

    It's defined by your current login.

    This is the init.d script /etc/init.d/webmin. Try logging in directly as root or using su command from sudo capable user. You can test what user sudo goes with by running sudo whoami.

    yeah, that is what I thought which is why I have been running all the above as root user. Which is what makes it so strange that it cannot seem to shut it down. running "/etc/webmin/stop" as root or even "service webmin stop" as root just hangs. I'm not sure what all to kill to make this truly stop. I've killed all pids containing webmin and it still hangs on stop.
