in WEBMIN CONFIGURATION...UPGRADE

You can work around this by turning off the 'Check GnuPG
signature' option,
or running the command
rpm --import http://www.webmin.com/jcameron-key.asc
before upgrading.
this did not work for me. still cannot upgrade.
Other users who reported something similar found that the cause was RPM database corruption.
