CentOS 8.0.1905
Webmin: 1.930, installed from repository

Users other than the root user are unable to log into Webmin. In /var/log/secure I see entries like:
centos8_template webmin[3786]: Non-existent login as testuser from [REDACTED]

I created testuser through the Webmin Users module and assigned them a password. Access was limited to the Custom Commands module. They are not based upon a Linux user. They are purely a Webmin user. I also tried creating a Linux user and importing them but the results were the same. When I try the same with Webmin 1.930 on CentOS 7 it works without a problem.

Did you perhaps set the user to use Unix validation for their password mode? This only works if a Unix user with the same name exists.

Nope, I created them and set the password drop down to "Set to..." then set the password.

I started the VM back up today to check on labels for this post and it now works without a problem. I'm not sure what happened but I cannot replicate it now. Perhaps I accidentally set the user to unix validation without realizing it like you suggested.

Or maybe a Webmin restart was needed to pick up the new user?
