That error means usually that some client tried to connect in non-SSL mode.
Cordialement

My question is better in english , I suppose :
thank you for your replyI have a local network that has several PCs, 2 of which are on linux MINT 18.3 and 19.One of these PCs (mint 19) serves me as gateway, firewall and file server under raid 5.I can very well connect to local with webmin on my server, but as soon as I try from the other PC linux or from windows 10, I can not connect (very long answer to come or no reply). I thought that the problem 'Failed to initialize SSL connection' was a consequence of this problem. however when from the PC linux (18.3)(which is not the server) I connect to webmin local and I inform other servers webmin (the server under mint 19), I connect without problem.
thank you for your reply
cordially
Henry
Honestly that sounds like a local network or firewall problem - webmin doesn't care where requests are coming from (unless you've blocked some IPs).
In fact my SSL connection problem no longer exists, but I still cannot connect to Webmin on my server (PC Linux Mint 19) from the PC Linux Mint 18.3. While I can connect to webmin from my server (PC Linux Mint 19) on the PC Linux Mint 18.3.I will add that I connect without problem to my web server on port 443 (located on the server )(PC Linux Mint 19). Is it possible that this is due to this new version of Mint (19)?
Thanks for your help
Henry
