If you go to the Bootup and Shutdown module, what boot system does it say is in use at the top of the page?

  For some reason one of the recent webmin updates has deleted my start
  on boot for webmin.
  Running on Ubuntu Linux 16.04.1.
  
  I have clicked the start on boot option many times. Evry page reload
  has the unselected option selected.
  
  I have checked System / Bootuyp and Shutdown many times. Webmin is not
  listed. So it is not just an interface issue with Authentic Theme.
  
  I have also tried two re-installs of Webmin. I even deleted the last
  version which caused my own issue becasue it deleted the3 same folder
  being the same version.
  
  Re-installed again from downloaded tar.gz
  
  I didn't find any notable changes too the bootup since 2013.

I'm actually surprised that it shows "Upstart" as the boot system in use, as normally Ubuntu uses systemd. Did you perhaps install Upstart separately?

  No not that I am aware of. It's a droplet I have run on Digital Ocean
  for years.
  
  Hasn't been an issue until a recent update. I had to do a reboot due to
  kerna updates and then when I went back to webmin it wasn't started.
  After last couple reboots I've have to start manually so I checked the
  start at boot. That's when I realised it wasn't working any more.

I'm having 100% the same problem.
After clean install off last ubuntu and webmin, webmin and usermin do not start add boot anymore.
Boot system is also upstart
Both are set to start on boot but do not.

Just updated to webmin 1.850, Virtualmin 5.99, Usermin 1.710 and Autentic theme 18 49-8
Running on ubuntu 16.04.02 LTS 64 bit
The problem on restart has not changed its not only webmin but also Usermin that has the same boot start problem.
Just an update and hope it will be solved soon.

    Just double checked. Some servers have it some don't. Don't want to post screenshots. Tried saving start at boot yet and no difference reloads disabled.
    
    All running 16.04.01
