The offered package for Debian webmin_1.820_all.deb depends on some other packages:
- libnet-ssleay-perl
- libauthen-pam-perl
- libio-pty-perl
- apt-show-versions
This packages should be installed by the webmin packages as needed packages.
Debian has a mechanism to solve this: apt-get, dpkg and friends.

Those packages are listed as dependencies already - and if you install Webmin using apt-get ,it should pull those in automatically.
The intention to write my ticket obove was exactly influenced by this reason:
apt-get didn't the work. During installation it schowed my the message that I will have to install the packages it depends on first.
I had to do this by hand. Not what packages did normaly.

What command did you run to do the install exactly?
dpkg -i ./webmin_1.820_all.deb
Try
apt-get localinstall webmin_1.820_all.deb
