#4684 Cluster copy files lacks access controls

When creating file copies under the "cluster" -> "cluster copy files" module, there's no access control for specific copy configurations.
When a user/group is given access to that module, they have full control over all copy configurations, there should at least be a "full access" / "read only" / "execute" setting for cluster copy files.
