Was using Webmin on Mint 16 and had no problems creating or uploading users from batch. On a fresh install of Mint 17 cannot create a single user or import from batch. Get error message:

Failed to save user : /usr/bin/pdbedit failed :
new password:retype new password:

Webmin 1.690 should fix this issue.
