The Virtualmin Announcements module seems to not be functioning correctly anymore and is not visible under the Webmin menu when the module is enabled and the ACL set for the user and group.
So after you enable that plugin, you can go back to the Features and Plugins page and click the "Configure" link next to it. This should bring up a page where you can enter the URL of a page that gets shown on the System Information page to selected types of users.

Hi Jamie sorry it has taken me forever to get back to you on this I've had a fair bit going on lately. Anyhow, I did exactly that which you mentioned. I've also tried other URLs too with no luck. It's just not showing up even with stock theme. I'm at a loss on this one. It used to come up, but since some recent updates with Webmin (which version I don't know) it has stopped working properly for some reason.

Is it not visible to root, to domain owners, or both?
As far as I see it's not visible to both. I tested with a root level admin and a standard domain owner and it can't be seen under either of them.
