#3905 Webmin Actions Log misbehaves under Apache

When using Webmin under Apache, attampting to save changes to the Webmin logging configuration generates the error

Failed to save logging options : Failed to open PID file /var/webmin/miniserv.pid

Although it succesfully saves the config changes. It would be worthwhile to detect if we're running under miniserv or not before generating such an error. :)

Actually, this is in the code that restarts miniserv after a change. Either way, it shouldn't happen if miniserv's not running. :)
