Clicking th link From Webi Configuration > Webmin Modules > Install Module > Standard module from www.webmin.com
links to usermin modules page. Actually the same happens from directly accessing the website so this seems to be more a problem with the webmin website than Webmin itself but didn't know where else to report this.
