#3357 upgrading mangles ownership / permissions

When upgrading from a previous version to 1.470 (unverified if this happens with previous version), the ownership on the webmin directories were reset to root:bin, and permissions were modified. I need for the group ownership to be a specific group, and for the group permissions to equal that of the owner, with the setgid bit set so group membership propogates. It would be convenient if the upgrade process had an option to retain existing file permission, or something similar.

This happened on HP-UX 11.31, but I'd be surprised if it was OS-specific.

The default behavior is to make all files root-owned, but you can override this by setting the environment variable nochown to 1 before running setup.sh to do the upgrade.
