Seen on Ubuntu i386 (old installation, with all relevant updated) and x86_64 (brand new installation): Webmin creates some new users without the default shell in /etc/password, i.e. the last value is the home directory.
Ok, this is a bug - Webmin isn't selecting the default shell properly, so you will need to select it explictly. I will fix this in the next release.
