After a fresh install webmin does not detected the correct path to Postgresql conf files witch is :
/etc/postgresql/8.1/main

Is version 8.1 the default that gets installed with a 'apt-get install postgresql' on Debian 4.0 ?

Yes, it is the default path created by .deb package in Etch using apt/dpkg/aptitude

It looks like 7.4 is the default version of PostgreSQL on Debian at the moment, so for now Webmin will use the /etc/postgresql/7.4 paths.
