list of users on the filesystem?
when i trying to set user(9107) quotas
system process a new user(#9107)and show:

system error message
setquota: User #9107 doesn't exist.

but when i trying webmin1.33,system no any error

Are you getting any error message when you try to change the quota, or is it just silently failing?

user1 has 1GB -----change---->user1 has 2GB
----system process --->{user1 has 1GB} and new user ==> {#user1 has 2GB}

So is there a user on your system whose login name is actually just the number 9107 ?
