I certainly wouldn't want a restrictive lisence - I am not into all the legalise - I just want the system to be widely used and to be the best it can be - encouraging developers to feedback their changes to the project seems like a good way and to have this as a requirement of the lisence makes sense to me. The fact that it is completely unenforcable is a side issue!
