I wonder if there are other files not there the file was actually

DefineCartClass.php 

not 

DefineCartClass.inc

If its not there it won't work! 

You will have to extract the archive to the directory again.
Does it work if you apply web-erp-demo.sql to make the weberp database ?

It seems there are important files from the distribution missing.
